Toay Foster-Ortiz is President of Toay Productions, Inc. which holds the local Licenses for the Miss California USA® & Miss California Teen USA® State Pageants. She serves as the Executive Director of the Pageants.
Toay was Miss California USA® 1994, she has held other titles such as Miss Burbank, Miss Los Angeles, Miss Toyota Grand Prix, Miss Greater Ventura County Teen, Miss Oxnard Teen, Miss Twin Cities etc. – and more. Toay holds a Bachelor of Arts degree in Political Science from California Lutheran University and a Masters Degree in Organizational Management from Antioch University.
She has traveled across our state promoting the importance if giving back to the community and encouraging young women to respect themselves to achieve their career and life aspirations. She feels extremely blessed to have a wonderful supportive husband and a host of family and friends that also have share in her same beliefs. She is very involved with community, church, political and educational projects and enthusiastically supports the Character Counts program, a school-based character building program for young people.
Toay fully supports and believes that the Miss Universe Organization is an international company that advances and supports today's women. These women are savvy, goal-oriented and aware. The delegates who become part of the Miss Universe Organization display those characteristics in their everyday lives, both as individuals who participate in the competitions to advance their careers, personal and humanitarian goals, and as women who seek to improve the lives of others.
